استطاع المهندس طارق الملا وزير البترول والثروة المعدنية أن يحدث طفرة غير مسبوقة فى قطاع البترول المصري، من خلال تطوير الأداء والإصلاحات الشاملة التى نفذتها الدولة المصرية بقيادة الرئيس عبدالفتاح السيسى، والتى مكنت قطاع البترول من مواجهة تحديات غير مسبوقة يمر بها العالم من أهمها أزمة «كورونا» والحرب الروسية الأوكرانية والتى أثرت بالسلب على كافة اقتصاياديات العالم وخاصة فى مجالات البترول والغاز والصناعة والنقل.
كما استطاع قطاع البترول التعامل مع كل هذه التحديات العالمية وفق خطة متكاملة من إصلاحات وتطوير وتحديث والعمل على زيادة انتاج الغاز الطبيعي من الحقول بالتعاون مع الشركاء الأجانب والعمل على التصدير ، وكذلك تنمية حقول النفط المتقادمة وزيادة انتاجها.
كما أن النتائج التى حققها قطاع البترول خلال 8 سنوات تدل على مدى كفاءة التخطيط والتنفيذ للأهداف الاستراتيجية التي وضعتها الوزارة وانطلقت فى تحقيقها من خلال رؤية متكاملة لتطوير وتحديث القطاع وبرنامج إصلاح اقتصادى وطنى، أدى إلى نمواً فى موارد مصر من الغاز الطبيعى وكيفية استغلالها وخاصة بعد الاكتفاء الذاتي التى حققته مصر من الغاز الطبيعي خلال السنوات الماضية.
الأمر الذى أدى إلى ارتفاع صادرات قطاع البترول المصرى إلى حوالى 13 مليار دولار من الغاز والنفط خلال عام 2021، والذى يأتى بمشاركة شركاء النجاح من الشركات الأجنبية التى تعاونت مع مصر بشكل كبير للخروج من الأزمة التى كانت تعانى منها فى أعقاب أحداث 2011، و2013.
ومن ضمن هذه الشركات تأتى شركة دانة غاز الإمارتية التى تعاونت مع مصر بشكل كبير فى عملية الانتاج والتنمية فى حقول الغاز فى دلتا النيل، وانتظرت كثيرا على مستحقاتها المالية لدى مصر وظلت تعمل حتى يومياً هذا بكل جهد، حتى استطاعت مصر سداد أكثر من 90% من مستحقات دانة غاز طوال هذه السنوات والتى بلغت مديونياتها لدى مصر نحو 250 مليون دولار ، أصبحت الأن نحو 10 ملايين دولار.
وعن رحلة عمل دانة غاز فى مصر كان لنا هذا الحوار مع مايكل بيشكا مدير عام دانة غاز – مصر.
كم يبلغ حجم استثمارات الشركة في مصر ؟
أوضح مايكل بيشكا، أن شركة دانة غاز تأسست في العام 2005، وهي أول وأكبر شركة من القطاع الخاص تعمل في مجال الغاز الطبيعي في منطقة الشرق الأوسط ، ويبلغ حجم استثمارات الشركة فى مصر 2 مليار دولار موزعة بين حفر ما يقرب من 70 إلى 80 بئرا وشبكات خطوط الأنابيب .
ما هو حجم الإنتاج حاليا فى مصر لشركة دانه غاز وأهم مناطق الامتياز؟
أشار «بيشكا»، إلى أن حجم الإنتاج يبلغ نحو 120 مليون قدم مكعب غاز يوميا، و2500 برميل من المتكثفات يومياً، ويأتى هذا الإنتاج من 30 بئراً تابع للشركة.
وأهم مناطق الامتياز لدى الشركة هى منطقة دلتا النيل بشكل خاص فى منطقة دمياط، ولكن فى منطقة العريش كانت هناك استكشافات فقط دون إنتاج وذلك منذ 8 سنوات بعد انتهاء الاتفاقية فى مارس العام الحالى.
هل هناك توسعات جديدة لشركة دانه غاز فى مصر بجانب الدلتا؟
نحن بدأنا مرحلة الاستكشاف فى مصر خاصة فى منطقة دلتا النيل منذ 20 عام، ولكن الان هناك محاولات مع الحكومة المصرية لتعديل الاتفاقيات بسبب تغير الأسعار والظروف الاقتصادية التى يمر بها العالم لتعديل أسعار الغاز العالمية، كما تم مخاطبة شركة ايجاس لتعديل خطة الأسعار بناء على الأسعار العالمية، وبعد تعديل خطة الأسعار سيكون هناك خطة توسع فى الاستكشافات والإنتاج.
كم يبلغ حجم المستحقات والمديونية لدى الشركة فى مصر؟
فى الماضى كانت المستحقات كبيرة للغاية، ومن الآن أصبحت المديونية قليلة بسبب سياسات الحكومة العليا لدعم الغاز وحقول الإنتاج، فمثلا فى السابق كانت تبلغ حجم المديونية 250 مليون دولار، الآن بلغت 10 مليون دولار، وأخر مستحقات حصلت عليها الشركة من مصر بلغت 4 مليون دولار شهر سبتمبر 2022 للموظفين والأرباح.
كيف ترى سياسات الدولة ممثلة فى الرئيس السيسى فى دعم الشركاء الأجانب والقطاع الخاص؟
بالفعل هناك تغير كبير الآن من قبل الحكومة فى دعم قطاع الاستثمار فى مصر، والحكومة الآن أدركت أهمية الاستثمار فى قطاع البترول والغاز ومدى قوة دوره فى الصناعات المختلفة، كما أصبحت الحكومة الأن قادرة على دفع المستحقات للشركات لدفع عجلة الإنتاج فى قطاع الغاز والبترول، وبالتالى يعود ذلك بالنفع على الاقتصاد المصرى وتشجيع الشركات على المزيد من الاستثمار والحفر والتنقيب وبالتالى تزيد صادرات مصر من الغاز الطبيعى والغاز المسال، كما سيقلل من واردات مصر من البترول.
من خلال خبرتك ما أهم المناطق الواعدة لاستكشاف الغاز فى مصر؟
من الصعب تحديد المناطق بالضبط ولكن مناطق الصحراء الغربية قد تكون من المناطق الواعدة التى يمكن أن تزيد الإنتاج، فهى من المناطق قليلة التكلفة فى الحفر، وأيضا مناطق البحر الأحمر
ولكن فى منطقة البحر المتوسط هناك بالفعل استكشافات ولكن التكلفة مرتفعة جدا وتحتاج إلى شركات كبرى، وبالتالى فأن مناطق دلتا النيل مناسبة أكثر للشركات الصغيرة.
ما هى الدول الأخرى التى تعمل بها شركة دانه غاز؟
تمتلك دانة غاز حاليا أصولاً في مجالات استكشاف الغاز وإنتاجه ومعالجته ونقله في كل من جمهورية مصر العربية وإقليم كردستان العراق.
ما رأيك فى تصدير الغاز المصرى إلى أوروبا وفتح أسواق جديدة ؟
بالفعل هذا جانب إيجابى لمصر ويمثل تحديا كبيراً وهو أمر مرحب به بالفعل فى أوروبا.
هل تتوقع أن تكون مصر مركز أقليمى لتداول الغاز فى المنطقة ؟
اعتقد أن لمصر مكانة جيدة فى تصدير الغاز إلى أى دولة، وعلى الرغم من أنه تستخدمه أكثر فى السوق المحلى إلا أنه من المتوقع أن تكون مصر مركز أقليمى بين الدول فى تصدير الغاز والغاز المسال.
هل هناك نية لبيع أصول شركة دانه غاز فى مصر؟
فى عام 2019 كان هناك نية بالفعل لبيع الأصول، ولكن فى عام 2021 ارتفعت الأسعار والاستثمارات بشكل كبير وبالتالى الغت الشركة فكرة بيع أصولها فى مصر، ويمكن أن يكون هناك توسعات أخرى مع الحكومة المصرية فى حال تغير الأسعار العالمية للغاز والاستمرار فى تقديم مزيد من الاستثمار والاستكشاف فى مصر.
هل هناك معوقات أثناء العمل تواجه الشركة سواء فى إنتاج أو الجمارك أو العمالة أو عملية استرداد الأموال؟
تتمثل التحديات الكبرى سابقا فى عملية استرداد الأموال ولكن مع الوقت بدأت المشكلة تتحل بالفعل، والحكومة ترد الأموال بشكل أسرع .
ما دور الشركة فى الخدمة المجتمعية فى مصر؟
بالفعل شاركة شركة دانه غاز فى الدور المجتمعى من خلال تخصيص أموال للشباب للتعلم كيف تبدأ مشروعك وشركتك بالإضافة إلى برامج تدريب والخدمات الصحية للكشف المجان فى منطقة دمياط ودلتا النيل لخدمة المجتمع.

شغل مايكل بيشكا منصب مدير عام دانة غاز – مصر من 2016 حتى 2018 ، وإنضم إلى الشركة فى البداية كرئيس الإنتاج والعمليات فى عام 2015.
وفى عام 2021، عاد مايكل للعمل بدانة غاز مصر كمدير عام مرة اخرى.
لديه 30 عاماً من الخبرة فى مجال صناعة البترول والغاز منها ما يقرب من 20 عاماً بمناصب إدارية
وبخلفيته كمهندساً للبترول، عمل بيشكا مديراً للأصول في المملكة المتحدة/هولندا وكان مسؤولًا أيضاً عن الإنتاج المشغل لشركة بترو كندا في بحر الشمال.
وقد قضى بيشكا فترة طويلة من الوقت بشركة ليبية مشتركة في وظائف إدارية مختلفة.
وفى 25 أبريل 2021 ، قررت شركة دانة غاز، المدرجة في بورصة أبوظبي، العدول عن صفقة بيع أصولها البرية في مصر، والتي أعلنت عنها سابقاً يوم 25 أكتوبر الماضي.

مارست دانة غاز نشاطها في مصر عبر شركة دانة غاز مصر التابعة لها منذ العام 2007، وانصب تركيزها على أنشطة الاستكشاف والتطوير ومعالجة الغاز الطبيعي، لتصبح خامس أكبر شركة منتجة للغاز في مصر.

Introduction
Engineer Tarek El Molla, Minister of Petroleum and Mineral Resources, was able to make an unprecedented boom in the Egyptian petroleum sector, by developing performance and comprehensive reforms implemented by the Egyptian state under the leadership of President Abdel Fattah El-Sisi, which enabled the petroleum sector to face unprecedented challenges the world is going through, the most important of which is the “Corona” crisis and the Russian-Ukrainian war, which negatively affected all economies of the world, especially in the fields of energy, industry and transportation.
The petroleum sector was also able to deal with all these global challenges according to an integrated plan of reforms, development, modernization and work to increase the production of natural gas from the fields in cooperation with foreign partners and work on exports, as well as developing aging oil fields and increasing their production.
The results achieved by the petroleum sector during 8 years indicate the efficiency of planning and implementation of the strategic objectives set by the ministry, and launched in achieving them through an integrated vision and a national economic reform program for the development and modernization of the sector, which led to a growth in Egypt’s natural gas resources and how to exploit them, especially after the sufficiency that Egypt has achieved from natural gas during the past years, which led to a rise in the Egyptian petroleum sector’s exports to about 13 billion dollars of gas and oil during 2021, due to the partnership with success partners from foreign companies that cooperated with Egypt remarkably to overcome the crisis resulted from 2011 and 2013 events.
Among these companies comes the Emirati Dana Gas Company, which cooperated with Egypt in the production and development process in the gas fields in the Nile Delta, waited to be paid its financial dues from Egyptian government and continued to work, until Egypt was able to pay more than 90% of the Dana Gas’s dues throughout these years, whose debts with Egypt amounted to about 250 million dollars in 2016, is now reduced to about 10 million dollars.
About Dana Gas’ business in Egypt, we had this conversation with Michael Pyszka, General Manager of Dana Gas – Egypt.
?How many projects is Dana gas operating in Egypt
Michael Pyszka explained that Dana Gas was established in 2005, and is the largest private sector company in the Middle East working in the field of natural gas. The company’s total investments in Egypt amount to $2 billion, which includes the drilling of approximately 70 to 80 wells, construction of 2 gas plants and a 600 km long pipeline network.
?How much is Dana gas production volume in Egypt
Mr. Pyszka indicated, that the production volume is about 125 million cubic feet of gas per day, 2,500 barrels of condensate and 200 tonnes of LPG per day, this production comes from 30 wells belonging to the company.
The company’s most important concession area is concentrated on the Nile Delta, in particular, in the Damietta region.
?Are there any plans for expansion in the field of gas production
We started the very successful exploration phase in Egypt in2007, more than 15 years ago. Our exploration drilling campaign resulted in over 60% commercial success rate, almost unprecedented in the industry. This allowed Dana Gas to double reserves and increase production by 50% to become the fifth largest gas producer in Egypt. Dana Gas is now in discussions with the Egyptian government to improve the terms of the concession agreements in order to extend the economic life of our onshore fields and to allow further investment in our existing concessions. We are planning to start a substantial investment program as soon as new terms have been agreed.
?How much is the company’s dues to Egypt? And how much the company received lately
In 2013, the overdue receivables reached over US$ 300 MM, a very substantial amount of money compared to the size of our company. Over the past years, the government has successfully reduced this amount and we have reached now a low level of overdue receivables of approx. US$ 10 MM.
This has been an important and remarkable achievement by the government and provides confidence in foreign companies such as Dana Gas to continue to invest in Egypt.
In 2022, Dana Gas has collected approx. US$ 60 MM from the government in the year to date, in line with our expectations.
How do you see the state’s policies led by President Abdel Fattah El-Sisi in supporting foreign investors and the private sector in gas projects
There is a big change now by the government in supporting the investment in the oil & gas sector in Egypt. The government has clearly realized the importance of the oil and gas industry for the overall economics of the country and its vital role in various industries. The government is now able to pay dues to companies to advance developments in the oil and gas sector, which will benefit the Egyptian economy and encourage companies to invest more. Exploration will increase Egypt’s ability to export natural gas and thus will help to generate additional income for the country.
?Through your work experience in Egypt, what are the most promising areas for gas exploration
It is difficult to determine the exact areas, but the Western Desert may be one of the most promising areas that can increase production, as it is one of the low-cost areas for drilling, and also the Red Sea areas.
The Mediterranean offshore has already seen some success stories, however, the cost for exploration and development are very high in the remaining prospective deepwater areas.
?What are the other countries where Dana Gas operate
Dana Gas currently owns assets in the areas of gas exploration, production, processing and transportation in the United Arab Emirates, the Arab Republic of Egypt and the Kurdistan Region of Iraq.
?What do you think about exporting Egyptian gas to Europe and opening new markets
Indeed, this is a positive aspect for Egypt due to its favorable geographic position and represents a good opportunity, which is also greatly welcome by Europe.
?Do you expect Egypt to be a regional center for gas trading in the region
I think that Egypt has already achieved this position by importing gas from Israel and using its LNG terminals to ship it to other countries; Egypt is also exporting gas to Jordan and Lebanon via onshore pipelines and is in close dialogue with Cyprus and other countries in the East Mediterranean to further grow its position as regional energy hub.
?Is there an intention to sell the assets of Dana Gas in Egypt
In 2019, the company decided to put the Egyptian assets up for sale but this process was stopped in 2021 for economic and strategic reasons and the Dana Gas Board decided to keep the assets and continue to invest in Egypt.
Does the company face any obstacles during work; whether in production, customs, employment or the process of refunding money
Previously, the biggest challenge was the collection of receivables, however, as stated earlier, this issue has been resolved.
Areas which provide challenges to our business include:
.) The relatively high percentage of rejections of our Capital and G&A cost; under the Concession Agreement, all cost should be recoverable while in reality, only 30% -40% can be recovered.
.) The high overheads of our Joint Venture entity, WASCO, which decreases the economic value of our assets and potentially shortens field life, reserves and ultimate recoverable production.
.) The current shortage of US$ delays ongoing projects and also makes the process of repatriating profits more difficult; we are hopeful however, that this issue will be addressed and solved over the next few months.
?What is the company’s role in community service in Egypt
Indeed, Dana Gas has taken great pride in supporting the local communities around the areas we operate, i.e. the Nile Delta region. The company has sponsored numerous initiatives over the years, for example to train young people in setting up their own business, to train nurses in basic health skills and provide free health services to the local community in the Damietta area.
A quick glimpse of Michael Pyszka
Michael Pyszka served as General Manager of Dana Gas – Egypt from 2016 until 2018, initially joined the company as Head of Production and Operations in 2015.
In 2021, Michael returned to work at Dana Gas Egypt in his previous role as General Manager.
A Petroleum Engineer by background, he has more than 30 years of experience in the oil and gas industry, including 20 years in senior management positions such as Asset Manager in the UK/Netherlands, responsible for Petro Canada’s operated production in the North Sea.
He also spent a total of 10 years in a JV in Libya in different roles and served as a Member of the Management Committee of the JV.
Brief on Dana Gas activity in Egypt
Dana Gas has operated in Egypt through its subsidiary Dana Gas Egypt since 2007, focusing on exploration, development and processing of natural gas, becoming the fifth largest gas producing company in Egypt.
Dana Gas Egypt owns 4 concessions, including 14 onshore development areas in the Nile Delta. The JV (WASCO: 50% DGE, 50% EGAS) operates the development leases. The company is also currently in discussions with the Egyptian Natural Gas Holding Company (EGAS) for options that would extend the life of the fields and improve their economics which would enable the company to inject more capital and drill additional exploration and development wells.
Adding to the additional investments in existing assets, Dana Gas Egypt is also evaluating new opportunities in Egypt to sustain its production profile and reserves base.
The El Wastani Gas Processing Facility is located in the Nile Delta near Damietta and is operated and managed by El Wastani Petroleum (WASCO), a joint venture between Dana Gas and the Egyptian Natural Gas Holding Company.
