Egypt Opens Its Mining Treasures to Investors Through a More Flexible and Transparent System

As part of the Ministry of Petroleum and Mineral Resources’ strategy to increase the mining sector’s contribution to the national economy and enhance Egypt’s attractiveness for mining investment, Eng. Karim Badawi, Minister of Petroleum and Mineral Resources, held a meeting with the Board of Directors of the Egyptian Mineral Resources and Mining Industries Authority, chaired by Geologist Yasser Ramadan.
Egypt Opens Its Mining Treasures to Investors
The meeting reviewed the Authority’s work plans, ongoing efforts to develop the mining sector, mechanisms to attract investment, and measures to modernize operational frameworks in line with international best practices.
During the meeting, the Minister reviewed the Authority’s plans to offer mining investment opportunities under the Open Blocks system, which represents a qualitative shift in the management and development of Egypt’s mineral resources.
The system allows investors to apply for exploration and exploitation opportunities at any time, without being restricted by fixed tender closing dates.
This is expected to enhance investment flexibility, accelerate allocation procedures, and encourage the injection of new investments into the sector.
Geologist Yasser Ramadan explained that the Authority has already begun implementing the new system through the launch of a package of promising mining blocks on June 10. Under the system, once the first investment offer is received for any block, a 30-day bidding window is opened, while other blocks remain continuously available to investors.
This mechanism ensures the sustainability of investment opportunities and expands the base of participation.
The meeting also addressed plans to improve the performance indicators of Egypt’s mining sector at both regional and international levels, with a focus on strengthening Egypt’s position in global mining indices. This includes developing the investment environment, updating geological and mining databases, improving the efficiency of investor services, and simplifying procedures to boost the sector’s competitiveness and its ability to attract quality investments.
Eng. Karim Badawi affirmed that the mining sector is one of the Ministry’s top priorities during the current phase, as it represents a key pillar for achieving economic diversification and maximizing the value of Egypt’s natural resources.
He stressed the importance of continuing to develop the mining system and accelerating the implementation of the institutional, regulatory, and legislative reforms that the sector has witnessed in recent years.
The Minister noted that offering diverse investment areas under the Open Blocks system for exploration and prospecting for gold, associated minerals, phosphate, talc, kaolin, and other mineral resources reflects the major transformation taking place in Egypt’s mining sector.
It also confirms the state’s commitment to providing a more flexible, transparent, and efficient investment environment that supports the optimal utilization of mineral wealth and enhances its added value.
Badawi added that the Ministry is working to maximize the mining sector’s contribution to GDP by expanding exploration activities and increasing investments in mining and downstream industries. This supports Egypt’s economic development targets and creates sustainable job opportunities.
He also pointed out that Egypt Mining Forum 2026, scheduled to be held next September, will serve as an important platform to showcase the country’s promising investment opportunities and the reforms implemented in the mining sector before leading global mining companies and international institutions.
The Minister concluded by emphasizing that improving Egypt’s global mining competitiveness indicators is a strategic objective that reflects the scale of development currently taking place in the sector.
He added that these efforts will strengthen the confidence of both local and international investors and consolidate Egypt’s position as an attractive destination for mining investment and a regional hub for value-added mining industries.
