Open Blocks System Reshapes the Investment Map of Egypt’s Mining Sector

Egypt’s mining sector is entering a new phase of development aimed at attracting investments and maximizing the value of the country’s mineral wealth, as part of the state’s vision to transform mining into one of the key pillars of the national economy.

In this context, the Egyptian Mineral Resources and Mining Industries Authority revealed details of the second and third incentives included in the recently announced investment incentive package by the Ministry of Petroleum and Mineral Resources to support investments in the mining sector.

The Authority explained that the second incentive involves implementing a new procedural model designed to shorten the time required to obtain licenses and simplify procedures for investors through a one-stop-shop system for issuing permits.

This system represents an important step toward addressing one of the most significant challenges previously facing investors in the sector, namely the multiplicity of government authorities and the repeated correspondence required to obtain approvals for starting exploration activities.

Through the one-stop-shop mechanism, investors will be able to complete all required procedures and permits through a single coordinating entity.

This includes security and environmental approvals, in addition to procedures related to importing equipment and devices used in geological exploration and prospecting activities.

Within this framework, the Egyptian Mineral Resources Authority will act as the main coordinating body and the primary link between investors and the relevant government entities, whether for local or foreign investors.

This role is expected to accelerate procedures and reduce administrative burdens.

The Authority emphasized that this direction reflects the state’s commitment to creating a more flexible and efficient investment environment in the mining sector, in line with international practices adopted by countries that have successfully attracted major investments in mineral exploration and development.

The third incentive focuses on developing mechanisms for offering exploration areas. The Authority announced that exploration blocks will be made available continuously through the Open Blocks system, allowing investors to freely select the areas they wish to operate in according to their geological interests and investment plans, without waiting for new traditional bidding rounds.

The Open Blocks system represents a significant shift in the management of exploration areas. It enables companies to select suitable blocks directly from the available mining map and submit applications to obtain exploration rights, opening the door to a continuous flow of investments into the sector.

This step reflects Egypt’s broader direction toward adopting modern models for managing mineral resources, based on flexibility in offering investment opportunities and providing geological data to investors.

Such measures are expected to accelerate exploration activities and increase the chances of discovering new mineral deposits.

These incentives come as part of a comprehensive strategy being implemented by the Ministry of Petroleum and Mineral Resources, under the directives and support of Engineer Karim Badawi, Minister of Petroleum and Mineral Resources, to restructure Egypt’s mining sector and increase its contribution to the national GDP in the coming years.

This will be achieved by attracting major international mining companies while also supporting national companies and enhancing their ability to participate in exploration and exploitation projects.

Indicators confirm that Egypt’s mining sector holds promising growth opportunities, given the country’s rich and diverse mineral resources, including gold, copper, phosphate, silica sand, and industrial minerals.

Consequently, improving the investment environment in this sector is becoming one of the most important drivers of economic development in the coming phase.
